Yes, it is safe to buy property in Bali, if you buy a title the law lets you hold and you check it before any money moves. For a foreign buyer that means a lease in your own name, signed before a notary, on land whose certificate, zoning and permits have been checked first, with the deposit held by the notary rather than paid to the seller.

The purchases that go wrong almost always skipped one of those steps. The problems are well known, which is the good news: each one has a check that catches it.

The five things that go wrong, and the check for each

What goes wrong The check that catches it
The land is in someone else's name with a side agreement giving you control Hold a lease or Hak Pakai in your own name. A nominee deal is void under Article 26 of the Basic Agrarian Law
The person selling does not have the right to sell, or the certificate does not match the land Your notary checks the land certificate (sertifikat) at the land office, BPN, against the land you are buying
The land is protected farmland or a green zone, so the villa cannot be built, used or let Check the zoning (KKPR) and whether the plot is protected rice land under Perda Bali 4 of 2026
The building has no permit Ask for the PBG, the building approval, and the SLF, the certificate that it is fit to use
The lease is shorter, or the extension weaker, than the advert says Read the end date on the deed and the extension clause, word for word

The documents to ask for, in order covers each of these in detail, including the cheap check most people skip.

The common scams

"Freehold for foreigners." A foreign individual cannot hold freehold. If it is offered, either a company holds it, which is legal but comes with running costs, or an Indonesian citizen holds it for you, which is a nominee deal and void. Since February 2026, arranging one is also prohibited by Perda Bali 4 of 2026.

The deposit paid straight to the seller or the agent. Your 10% deposit should be held in escrow by the notary, not paid to the seller, and refundable if due diligence comes back unsatisfactory. If anyone asks for money before a notary is involved, stop.

The lease that is quietly shorter. "30 years" in an advert can mean 30 years from a date that has already passed. The end date on the deed is the only figure that counts.

The builder who takes stage payments and stops. On an off plan or self build villa, pay against finished stages that someone independent has seen, never far ahead of the work. Before you pay a deposit covers how to check a developer and test its figures.

The villa that cannot legally be let. Letting a villa to tourists needs the right licence for the land, the building and the business, and the rules have been tightening. Ask what licence the property has today, not what the seller says it could get.

The price that only exists for you. Asking prices for foreigners can be well above what the same property would sell for to anyone else. Ask what comparable properties are listed at, and compare leases by the years left: the lease calculator does it in your currency.

Is it worth it?

That depends on what you want it for, and we do not publish rental returns or growth projections on any listing, because nobody can honestly promise them. What you can judge for yourself, before you commit, is the lease end date, the licence position if you plan to let it, the running costs, and how easily the years that remain would sell to the next buyer.

How a safe purchase runs

  1. The price is agreed.
  2. Your lawyer reviews the memorandum of understanding before anything is paid.
  3. A 10% deposit is held in escrow by the notary, and is refundable if due diligence comes back unsatisfactory.
  4. The seller releases the documents.
  5. The notary runs due diligence, usually 30 to 60 days.
  6. The binding agreement is signed.

Our process explains each step and who does what.

Do you need an agent?

You can buy without one. What an agent should do for you is find the property, check it before you commit and see the purchase through to the notary. Ask any agent how they are paid, and by whom, before you view anything. On everything we list the seller pays our five per cent and you pay us nothing. What a buyer's agent does in Bali.

Ask your notary: whose name is on the certificate, what is the zoning, is there a PBG and an SLF, and when does my lease end?

This page describes publicly available law and practice and is not legal or tax advice. Bali Property Sourcing is a real estate agency and buyer's agent, not a law firm. Land, zoning and licensing rules change and are applied locally. Instruct your own notary before you commit money.
